Stakeholder Co-Creation and Solution Legitimacy in Environmental Restoration Initiatives: A Field Study

The increasing complexity of ecological degradation demands governance frameworks that integrate diverse knowledge systems and prioritize democratic participation. This paper presents a comprehensive field study investigating the relationship between stakeholder co-creation processes and the perceived legitimacy of solutions in environmental restoration initiatives. Through an in-depth empirical examination of a large-scale wetland restoration project, this research elucidates how varying degrees of stakeholder involvement influence both the environmental efficacy and social acceptance of ecological interventions. Employing a mixed-methods approach that combines quantitative survey data with qualitative field observations and interviews, the study assesses the mechanisms through which collaborative dialogues and joint decision-making translate into solution legitimacy. The findings reveal that throughput legitimacy, characterized by process transparency, inclusivity, and iterative communication, serves as a critical mediator between initial stakeholder engagement and the ultimate social endorsement of restoration outcomes. Furthermore, the results demonstrate that power imbalances and knowledge hierarchies can significantly impede the co-creation process, thereby undermining output legitimacy. By systematically mapping these dynamics, this paper contributes to the broader literature on environmental governance and participatory management, offering actionable insights for policymakers, project managers, and local communities engaged in ecosystem rehabilitation. The theoretical framework advanced herein underscores that environmental restoration is fundamentally a sociopolitical endeavor as much as an ecological one.References
