Participant Agency in Digital Inclusion Studies Using Ethical Co-Design Protocols: Policy Evaluation

The contemporary landscape of digital inclusion research increasingly demands methodologies that transcend mere access, focusing instead on the substantive empowerment of marginalized communities. Central to this paradigm shift is the concept of participant agency, which refers to the capacity of individuals to actively shape, direct, and benefit from the technological interventions designed for them. Ethical co-design protocols have emerged as a predominant framework for fostering such agency. However, the precise mechanisms through which these protocols translate into measurable participant empowerment remain underexplored. This paper addresses this critical gap by proposing a novel approach to predicting participant agency derived from ethical co-design protocols, utilizing comprehensive policy evaluation frameworks. By systematically analyzing the structural and procedural elements of these protocols, this study identifies key predictors of agency and evaluates their efficacy through the lens of policy assessment. The research leverages a synthesis of qualitative policy analysis and predictive modeling to elucidate how specific ethical mandates within co-design frameworks facilitate or hinder participant autonomy. The findings demonstrate that integrating policy evaluation into digital inclusion studies provides a robust, predictive lens for anticipating agency outcomes. This approach not only advances the theoretical discourse on digital equity but also offers actionable insights for researchers and policymakers to optimize co-design processes. Ultimately, this study underscores the necessity of rigorous, policy-informed evaluation mechanisms in ensuring that digital inclusion initiatives genuinely empower rather than inadvertently disenfranchise vulnerable populations.References
