Abstract

The advent of massive data generation in scientific research has necessitated the development of integrative data platforms to facilitate inter-organizational knowledge sharing. Public research consortia, which are collaborative networks funded by governmental bodies to address grand societal challenges, increasingly rely on these digital infrastructures to manage heterogeneous datasets and coordinate dispersed research teams. Despite substantial investments in these technologies, empirical evidence regarding their actual impact on collaborative performance remains largely anecdotal. This study addresses this critical gap by investigating the causal relationship between the adoption of integrative data platforms and collaboration efficiency within public research consortia. Utilizing a comprehensive dataset of longitudinal records from numerous multidisciplinary research alliances over a twelve-year period, we employ a difference-in-differences analytical framework to isolate the performance effects attributable to platform integration. The findings reveal a substantial and statistically significant increase in collaboration efficiency, measured by joint publication output, patent co-authorship, and resource utilization rates, following the implementation of unified data architectures. Furthermore, the analysis demonstrates that these efficiency gains are particularly pronounced in consortia characterized by high institutional diversity and geographical dispersion. The study contributes to the literature on digital infrastructure and collaborative innovation by providing robust quantitative evidence of the mechanisms through which data platforms alleviate friction in inter-organizational workflows. The insights derived from this research offer valuable implications for policymakers and consortium administrators regarding the strategic management of digital assets to optimize the outcomes of publicly funded research initiatives.
